iphone storage / photos

I have a iPhone XR and supposedly I ran out of iCloud storage. It says it’s mostly the photos taking up my storage but every time I try to delete my photos, when I exit the app and go back to it, all of the photos I tried to delete reappear. They won’t go away no matter what I do. How do I fix this?
