A refund issue for an unauthorized purchase by a child

My child accidentally bought these items without my authorization. He bought more than 700 dollars worth of game equipment one night, but he didn't know it was real money. I have required the refund 2 times but it was rejected. I am really don’t know how to do next step. Does anyone can give me some ideas? Thank you very much!
