What can I do to get my songs to download to my phones
iPhone XR, iOS 13
Purchased from where? Apple Music/iTunes, etc? If from either of these sources they can be downloaded to either of these phones. The key is both phones would need to be logged in with the same Apple ID that you used to purchase them.
