macbook pro 13 2010 USB C ports are not working and its getting charged only sometimes. Is all the 4 ports can be used for charging?

The answer to your question is that ANY ONE of the FOUR Thunderbolt 3 (USB-C) ports can be used for charging.

Are you sure that it is a 2010 MacBook Pro 13inch? You may have gotten the year wrong.
