It may typically take a few moments for website data to load when viewing Privacy > Manage Website Data... in Safari preferences. If you're not seeing any cookies or website data appear under this section, we'll want to verify that your Mac is fully updated to the latest version of macOS. It sounds like you're unable to view cookies and other website data in Safari Preferences. You mentioned that your Mac is set to accept all cookies. Is this correct? Do you mean that the option to “Block all cookies” cookies is disabled?

Are you able to see any cookies or website data at all when following these steps?
So that we're on the same page, which version of macOS do you have installed? This can be found under Apple menu () > About this Mac.
Have you had a chance to restart your computer since noticing this issue with cookies?

Thank you for taking the time. So, no, nothing is blocking anything. Can't see nothing when opening the window. Yes, I did restart many times since. No Private browsing either. And I have the latest version of everything. I actually wonder how Safari manages the thing. Is it accepting everything or rejecting everything by default? It does not seem to have any kind of impact on my browsing at least. Where can we find the cookies in the systems actually? I could check if there has been some kind of modification or if nothing has changed for a bit. Maybe also, a resource is missing. Is it possible to reinstall Safari?
Indeed good diagnostic. Everything works well under Safe mode and also under another account. So, something is bothering my personal configuration. To bad macOS doesn't have Conflict Catcher a more than great application under MasOS 9 that solved operating system conflicts with extensions and control panels. Thanks anyway. At least I know where to look now.
