Voicemail notification from unknown caller

How can I get my iPhone to ring when an unknown callers message automatically goes to voicemail?

iPhone 8 Plus, iOS 13

Some carriers have a service which blocks calls/notifications from unknown callers and telemarketers. We would recommend reaching out to your carrier to see about the options for these services they might offer.

Yes, but that would defeat the purpose... I do not wish that my phone rings when an unknown caller or a blocked (junk calls) callers contacts me. I only want to be notified when an unknown called leaves a voicemail message. Case in point, if somebody calls me from a payphone or an iPhone other that his own and need to get in touch with me, I just wish that my phone would ring (I would select a different ringtone than my normal ringtone for actual voice calls) to differentiate the voicemail alert to me.
