Accessing Messages in iCloud

How can I see/access the messages stored in my iCloud account? I cannot find any information on how to access my messages that are stored in iCloud. My iPhoneX randomly deleted three different text messages threads that were years old completely out of the blue and I want to see if they are stored in the cloud but cannot seem to access the 40 GB of my messages in the cloud. Why is it so hard to find info on this? Thanks for any help!

iCloud messages are encrypted and there is no reader for messages on iCloud.

iCloud messages are for syncing only, once deleted, it will delete on every devices using the same Apple ID.
