Apple TV Sharing
Is it possible to share Apple TV downloaded movies to a family member, is so how do I go about doing it?

You can’t share the downloads. They are DRM protected and linked to the Apple ID account of the user.
You can share an Apple TV+ subscription or other Apple TV app Channel subscription when you set up Apple Family Sharing.
You can share iTunes Store content when you set up Apple Family Sharing with purchase sharing.
You can’t share iTunes Store rentals.
