Try:
- Restart your iPhone
- Update to the latest version of iOS
If that does not work need to contact Apple Support: Contact Apple for support and service - Apple Support
when I go at settings--> wallet --> add card it is saying Could not Set Up Apple Pay an error occurred while setting up Apple Pay
