If you need an iPad with more internal flash memory data storage, then you need to purchase another iPad that has a larger cavity internal storage.
ALL iOS devices ONLY have fixed amounts of internal flash memory data storage, which can NEVER be increased.

If by “virtual memory” you mean additional iPad storage space, that is not possible. You would need to buy a replacement iPad with additional storage.
