Merging “Photos” and “Imports”

Photos library has "photos" and "imports." When I’m looking for a photo, I have to look in both locations. How do I merge them together so I have one master set of all photos?

All the Photos are in Photos. Imports is just a list of recently added ones. There is no merging required.
