My Mail app wont let me sign

Have you set up/signed into the accounts in Settings/Passwords & Accounts?

Mail – Setup on a device    

Mail - If you can’t send email on your iPhone, iPad, or iPod touch

Mail - If you can't receive email on your iPhone, iPad, or iPod touch     

Well, you need to talk to your e-mail provider.
