How to insert data from cell above - short cut?

To insert data from a cell above in MS Excel - the keystroke would be [Control] [Quotes]...

Is there a similar short cut in Mac Numbers?

No.

You can set Numbers to "Show suggestions when editing table cells." It will then keep track of the data you have already entered in the same column and present a list of items matching the part of the entry you have made so far. You can choose from that list at any stage, or continue typing to whittle the list down by eliminating non-matching items.

Could be useful, but I've not found it a bit of an annoyance.

You can also select the cell above, then use the mouse/trackpad to drag the Fill control (a small yellow dot that appears when you place the pointer close to an edge of the selected cell) down (or up or left or right) to fill the contents of the selected cell into one or more others. Useful for filling several cells, less so for filling one, and you do need to be aware that doing so will increment some types of data as they are filled in.
