Replacing old Apple ID to new Apple ID, divorce

is there a way my ex can use his new Apple ID on his devices without access to my personal Apple ID? He is claiming he needs my passcode (2 code verification) to change to his new Apple ID.

I am in a divorce, my Apple ID was used by my soon to be ex. He demanded my new password so he could transfer/duplicate “his purchases”, but all purchases belong to the one Apple ID, making it against the law per Apple to transfer purchases to another Apple ID.

Now, according to my ex he needs to access my Apple ID to change to his own new account. Which would allow him access to my Apple ID account.

No, he does not need your information. You can disassociate your AppleID from his device yourself. See these instructions in -> Turn off Activation Lock - Apple Support (the steps are copied below).

“If the previous owner isn't with you

If the previous owner isn't present, contact them and ask them to follow these steps:

Sign in to iCloud.com with their Apple ID.
Go to Find My iPhone.
Click All Devices at the top of the screen.
Select the device that you want to remove from iCloud.
Click Erase [device]. Select Next until the device is erased.
Click Remove from Account.

After the previous owner removes the device from their account, turn off the device and then turn it back on to begin the setup process.”

It is never required that you give anyone else your AppleID password. And yes, you will want to erase that device as your purchases are yours, not his, as are your contacts, notes, other iCloud data, music, etc. He will then be setting up that device clean using only his own AppleID and information.
