Contact Apple support. See the instructions below from: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support
and click on the words "contact Apple Support." Note that you may get a message to try again later as they seem to be very overloaded lately. In addition to the try again later message I have also received a 2 minute wait time message so it varies widely.
If you see a message that says "Your account has been disabled in the App Store and iTunes," there might be a problem with the payment method that you have on file.
When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help.
