If you are locked out of your Apple ID account you can go to https://iforgot.apple.com

This will provide you with the recovery steps you put in place for this situation.

Under you circumstances, you will end up being directed to try to answer your security questions. Since you don't know your Apple ID or password, the probability of you being able to answer your security questions is essentially zero. If you fail to answer them correctly multiple times, you will end up in account recovery. See Recover your Apple ID when you can’t reset your password  https://support.apple.com/en-us/HT204921And, along the way, Apple will inform you that "we don’t have sufficient information to reset your security questions." 

 

Given that one of these things will occur, we can do nothing to help you, except to mention that Apple support might help you if you have an extenuating circumstance (e.g., you have your receipt for your purchase of a pertinent device from an authorized Apple seller with its serial number on it). If you want to contact Apple Support to discuss any possible extenuating circumstance, see the support options below. Alternatively, if an Apple Store is open in your area, then you can go there to deal with your extenuating circumstance. You also can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if you want.
