My local bank is telling me that I need to update to Safari 13 in order to access my bank account information. 1) Does this sound legit; and 2) Can I update to Safari 13 from El Capitan 10.11.6? The iMac is a 24-inch, Early 2009. I fear I may have reached the edge of my upgrade path.

I guess it's legit that the bank requires an updated browser to use their services.
Unfortunately Safari 13 is not available on El Capitan.
Try to use Chrome or Firefox (updated to the last version available for El Capitan).
