The reason it will not go beyond 10.13.6 is OS's beyond Mojave (10.4.x) require GPUs that have Metal functionality. This was not available until the 2012 iMacs were released. Sorry, you cannot update your GPU and no there are no work arounds. If you really need Catalina, then it's time to buy a new Mac.
No, the highest macOS version the 2010 iMacs can run is High Sierra 10.13, you can find detailed specs like this on EveryMac.Com
