Cannot download photos from iCloud back on my iPhone

I uploaded pictures from my iPhone on iCloud yesterday. Today I wanted to stop using iCloud storage and tried to download these pictures back to my phone, and I could not do it since it is saying that iPhone was not able to download full-resolution photos, and they will be removed if I continue. Do you know why this is happening? Why they cannot be downloaded back if they were saved on my phone yesterday???

It's probably happening because you don't have enough storage space on your device to hold the amount of photos.
