i can’t download any apps

I cannot download any free apps is still takes me to my payment method why and I have that turned off?

Unless your account offers you the None option in the Payment Methods, most Apple accounts require a Payment Method, whether you have redeemed an iTunes/App Store gift card or entered a bank card's details.

The system asks you to verify your payment details when it is trying to verify that it is really you using the account.
