I just got a call saying my Apple account has been hacked is that true

That was a scam. Apple does not make unsolicited phone calls. If there was a problem with your account you would be notified when attempting to log in, including when logging into this forum. Also see: Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support

Apple will never "cold call" a customer with that, or any other information.

These sorts of calls always are scams. And, Apple does not call customers/users unless one has arranged a call from Apple.
