Do i need to have a data plan for my iPad Pro 2020 in order to forward text messages to it from my iPhone 11? That is, can i use my iPad on WiFi only to get messages forwarded from my iPhone?

If you are signed into the same Apple ID on the iPad as you are on the phone, and you have the iPad selected on the iPhone in Settings>Phone>Text Message forwarding, then yes, you can do text messaging from the iPad. You do not need to have a cellular plan on the iPad, and unless you specifically purchased a wi-fi and cellular iPad, you won't be able to have cellular data anyway.
