Upgrading Reminders on my new iPad has robbed me of sync for Reminders on my older Mac Pro and Macbook Pro that can't upgrade to Catalina. Can I reverse the upgrade of Reminders on my iPad?

The back-end services update to your account is irreversible; the update is a one way trapdoor.
Whilst it may now be of limited relevance to you, the Reminders Update prompt does make clear that increased functionality comes at the cost of losing backward compatibility with older devices.
