Go to Settings > Your Name, iCloud, Apple ID, iTunes & App Store > iCloud

Is Messages turned on?

If yes, you can't restore deleted messages.

If no and you have a backup made before you deleted the messages, you can restore from that backup, but your device will be restored to the date the backup was made, meaning messages sent or received after the backup was made will be gone.
