How do I move iTunes files to another location?

I need to free up disk space on my Windows 10 PC. I went to iTunes->Edit->Preferences->Advanced->iTunes Media folder location and changed the location. When I close and reopen iTunes and check this setting, it had reverted to the original location such as before I changed it. How do I move iTunes files to another location?
