iPhone disabled and stuck at restore process

Hi,

I have a work phone that has been disabled by a chid at her shop and I have tried to restore it through plugging it into my laptop and restoring it through Finder...when I pressed restore, it said it updated but when the phone came back on again, it was back at the iphone disabled screen. Now when I plug it in it is stuck on the finder saying 'Software Loading' (see attached image).
