You have encountered Activation Lock the theft prevention feature. Without the Apple ID and Password of the original owner of the device, you will never be able to use it. If you have bought it, try to get your money back. If not, recycle responsibly.

How did you acquire that iPhone? Trace back and ask the questions to those people. Nobody is going to be able to help you here. Apple will not get involved either.
