If I upgraded to the 50GB plan, does it add 50 GB each month or just charge me 99 cents a month for the one +50GB?

Its just 99 cents a month for 50GB. You don't get 50GB each month, You only get 50GB once, and to keep it and be able to continue using it you need to pay the 99 cents each month. If you stop paying, or your payment method cannot be charged, your account reverts back to the free 5GB option, and everything that exceeds 5GB is deleted.
Its a rental. You need to pay it every month as long as you wish to access the storage space.
