Screen recording
I can’t start screen recording. Button dimmed. What am I missing?

You have restrictions set to ON in Screen Time and that is why it is not available.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Content Restrictions ➔ Screen Recording (at the bottom) set it to ALLOW.
