Backing up a new iPhone from a previous backup

If I get a new iPhone, can I download my most recent backup through iCloud? Or does it have to be through iTunes on my mac.

Backup Confusion Is it better to backup iphone to a mac or icloud and should I just backup to my mac as a safety method? With all the info out there it is still a little confusing

You can easily set up a new phone from an iCloud backup. See this link for guidance --> Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support
