no options button next to photos under iCloud

My shared albums on my mac photos say they have 0 photos in them, but there are many in there when I look on my iPhone. Every help I've tried to get says to click on iCloud and then the options button NEXT to Photos to turn on shared albums. But there is NO options button next to Photos? I'm so frustrated!!! How do I turn shared albums on and off? I see the album, but it is empty.

Did you upgrade to macOS 10.15 Catalina?

Then you have to enable the shared albums in the Photos.app. Open Photos > Preferences , click the iCloud tab

Then turn on "Shared Albums". You may want to turn this option off, then restart the mac, turn it on again and wait.
