wifi disabling for parents

I have a smart child... I want to know if there's a way to turn off the wifi on an iPad and keep it locked off for my child? Obviously, I want to be able to connect to wifi occasionally to update apps and such but for the most part I want it to be off and not be able to be turned on and off in settings. Thanks for your help and advice!
