iPhone xr froze with a black screen and white spinning wheel. I cant force power down

My iPhone xr froze with a black screen and a white spinning wheel in the middle of the screen. I was using an app when this happened. It doesn't allow me to force shut down the phone (non of the buttons respond). My iPhone is also not connecting to my laptop. I don't know what to do.

iPhone XR, iOS 13
