I want to "ADD" Apple TV + to my Mac Mini

I want to use my Mac Mini as a Apple TV , I tried to download the Apple TV + App from the apple store but did not have an option to download it. Why is that not available on the Mac Mini?

Mac mini, macOS 10.13

apple tv app is a part of macOS Catalina

it can't be added to earlier macos versions

people which earlier macos versions which wish to view appletv+ needs to do so from their webbrowser
