When I delete old backups in Mojave the Finder Crashes, but if I manually delete them bye dragging it to the trash it doesn't. Why does Mojave have this issue but High Sierra doesn't? When I upgraded to Mojave that is when this issue started.

Time Mchine does best if you let it manage its on Backup database— micro-managing manually it is too easy to corrupt and not recommended. It defeats the purpose of TM if you start deleting backups.

Then just wipe the disk and start over.
Don't manually delete backups in Time Machine. TM will automatically delete older backups when it needs to male space. Deleting from TM is a good way to FUBAR your disk.
It doesn't delete old backups it just says it's full.
