I have an iphone XR and I have 200 GB in icloud storage and my phone is only using 15GB but I can’t take pictures or download music because my phone store says it’s only 64GB and i’m using 63 GB how do I get more overall storage on my phone ?

You cannot increase the physical storage on iPhone. If you need more space, you'll need to delete things you don't need, such as photos, music, apps, text messages, email message, files, etc.
