How can I recover a note deleted from my iPhone 11pro

Then either (a) you deleted the note more than 30 days ago, or (b) the note is associated with a different account other than iCloud (e.g. Gmail) which do not have a Recently Deleted folder in iOS Notes.

Check the recently deleted folder in notes. If you are lucky it is there.
