Keep being prompted there is Catalina 10.15.4, when i click "update now" then "restart" it simply restarts my macbook back to the desktop with the syspref window open on the updates screen.
Seems i cannot actually kickoff the update. Just want to get this update installed.

I assume your MacBook will take Catalina. I would backup your computer, disconnect anything plugged in to the MacBook except the power cord and ethernet and try to install 10.15.4 from this Apple update for 10.15.4

Yes, its MacBook 2016 running 10.15.3. Ill try downloading the full installer and going that route.

Catalina update just restarts my macbook and doesnt install
