I’m setting up an iPad for my very elderly parents. I want to lock the setup settings so they don’t inadvertently disconnect or reset settings when they swipe different screen as they are both in there 90.
is there a lock button anywhere

There's no lock button for Settings.
What I did with my Dad's iPad (he's also in his 90's) was to put all the apps I didn't want him to access (including Settings) in a folder and I put the folder on the 2nd page so it's not normally in sight. (The second page is what you get if you swipe left on the home page.) I named the folder Do Not Use.
I also instructed him that the things in that folder are things he should never touch. And if you already have 2 pages you could create a 3rd page just by moving the folder to the right, off the 2nd page.
(In an enterprise MDM environment you could set up various restrictions, but not on an ordinary everyday iPad.)
