New iPad. My dad passed away and I want to reset his iPad for my personal use I have a death certificate I can provide if needed it’s a new iPad and I hate to throw it away just because he passed away

You also need proof of the iPad's previous ownership. Apple can't assume you're bringing in an iPad from just anywhere along with the certificate. For all they know, they could be unlocking a stolen device.
