If I purchase the apple 5 watch with GPS and cellular and it’s not attached to a phone plan will it work with the wi fi
Yes it will work with your iPhone just like a GPS only model if you don't activate the cellular function.

Yes, without a cellular plan it will works as a GPS model.
Question is, why do you want to buy the cellular model, it more expensive?
