If your info is correct and your device is running iOS9 then it’s very likely that the facebook app requires a newer operating system than you have. You cannot install the app.
Have you tried to access facebook via safari? That’s how I do it and it works just fine (honestly the facebook app has been a buggy mess for year, I abandoned it a long time ago and only use safari)
