Disabled iPhone not set up to itunes

How do you fix a phone that says it is currently disabled connect to iTunes but the iTunes was never set up for the phone? It’s a new iPhone 11.

It is not referring to iTunes on the phone. You need to connect it via a usb-to-lightening cable to a computer running iTunes and use iTunes in the computer to erase and reset the device.
