Familly Sharing - credit card of adult but not sharing manager

I manage our family sharing, but my daughter (adult) wants to be able make purchase by her own card also.

She added her credit card to the Payment options on Apple ID website, but the credit card is not visible anywhere (MacBook, iPhone) and she does not have any option to pay by her card.

Is it possible to use own card and be the member of the Family Sharing?
