I pay ..99 cents a month for iTunes....why am I also being charged $9.99 this month?

Two different subscriptions. The 99¢ could be for iCloud storage or for an app subscription and the $9.99 could be for a different app subscription such as Apple Music or some other app. See: View, change, or cancel your subscriptions - Apple Support
