I have lost access to ALL of my photos in iPhoto because I upgraded (foolishly) to Catalina. How can I get these photos transferred? iPhoto will not open at all to allow a transfer of these files.

FWIW, Photos is installed with Catalina and is not available as a download in the App Store. if you still have the iPhotos Library, hold the Option key when opening Photos and it will let you choose the iPhotos Library to import.
Open Photos from the Applications folder or Dock; it doesn't need to use iPhoto to migrate the library.
QuickTimeKirk: Photos is bundled with the OS, not individually downloaded from the Mac App Store.

Niel is correct. When you installed Catalina Photos should have migrated your photos. Unless you moved them to an external drive. In which case using the option key to select the iPhotos Library will work.
Download the more modern Photos app from the App Store.
My iPhoto pictures did not import automatically, and when I choose import, my iPhoto app is not an option.
