I have 13.3 and do not have the record screen option as shown.

I do not see how to record video on my iPhone 11.

Go to Settings-->>Control Center-->>Customize Controls and then add the Screen Recording icon from the More Controls section. How to record the screen on your iPhone, iPad, or iPod touch - Apple Support
