My iPad says no updates but it's not latest iOS version

Why does my iPad say it's up to date when I know it's not running latest iOS version? Right now it's using 10.3.3..how do I update if I don't have the option to do so in settings?

Since you own iPad 4, it is not capable of running iOS 13.

An iPad running iOS 10.3.3 is likely a 3rd or 4th generation iPad. Neither of these can update beyond 10.3.3.

If you need a newer version of iOS, you need a newer iPad.

Too late to edit my post but only the 4th gen iPad updates to iOS 10; the 3rd gen does not.
