So I had my Apple ID on my old phone that broke and has been unusable but got a new phone and had to make a new Apple ID because the security won’t let me login into the Apple ID because it needs the phone number off of the old phone to get a code to login and don’t have the same phone number as my old phone

Contact Apple Support:
Contact Apple Support and have them modify the phone number to what it should be. They’ll know what’s going on and why. Try a test log in before ending the phone call.
