ipad locked up on updating

ipad is locked up and just keep chiming

Power and windows button held

same

now support.apple/ipad/restore window shows with a power cord pointing to a computer

no such website

iPad Pro 10.5-inch, Wi-Fi, Cellular

The site support.apple.com/ipad/restore exists, and resolves to : If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support
